Sim or phone issue?
I have got a new blackberry passport with what we call SIM with global unlimited data package. That means I have an unlimited use of data at home and on roaming.
The phone works fine in Dubai (where i reside), but once I leave the country and gets on roaming, the phone recognizes the network but can't connect to it.
It has happened in all the places where i have taken the phone (Armenia, Spain, France, Phillipines) and I even had replaced the sim card for a new one.
When I am back to Dubai, the phone works fine.
My phone provider doesnt know what is the reason for the problem.
I have used the same sim card and package for nearly 10 days in a number of blackberry devices without any problems.
Any suggestion? Is phone or sim card related?

Silly question here. Did you turn on data connection while roaming? Because you can set it to off.

I didn't mention that sporadically connects briefly with the foreign network and I have connection for 30seconds 1 minute.
I have selected 4G, 2G, 3G,
Manual/Automatic network selection,
etc.....

Check your model whether it is suitable for foreign network providers.

Now this is interesting. Many people in the forum have problem with network issue being not able to connect to network or emergency call only. Including myself. Most people assume it's a hardware issue. It get interesting because you can still connect to a network in Dubai but not anywherelse. The symptom is the same, you can promptly connect any disconnect and can no longer connect after that. My hunch said, it got to do with the phone not your carrier or Sim. You can try on other phone next time you travel.

I really don't think it's the phone if it works in dubai. I had problems like this in the past when roaming and was always an issue with the phone companies. Either mine or the one I was roaming on. The roaming network wasn't able to confirm that my home account would cover the charges basically. Was frustrating but ultimately resolved with a new Sim and conversations with my cell provider
