I'm using Home Screen Plus (previously known as Wallpaper Changer HD). It's pretty handy. Also with a recent update the dev added the ability to include blank icons so you customize the icons location on your page.

The app is definitely worth looking into. It has a lot of nice features. Also the dev is a frequent to the CB forums and is always great for answering questions and support.

Question: I was wondering,

How many active frames in total can be open to run the headless apps on BB Passport and Classic now?

The early first generation of BB10 smartphones, you could open eight active frames in total I think.

8 on my passport. 4 large tiles and 4 small tiles is what the view looks like.

And not sure what you mean about them being headless. Headless are open but there is no active frame to view.
