Is a security wipe of my Passport (running 10.3.3) sufficient to completely erase all my information so that I can give the phone to someone else? Or will it still require my BB ID to activate? If so, how do I clean it completely and transfer ownership?

A Security wipe will do the trick for you. The new owner will have to enter their BBID when they start it up for the first time.

Make sure to deactivate BlackBerry Protect in your device settings before wiping.

And go on line and remove it from the BlackBerry Protect.
