    Depends on the vendor. Where I used to work we would always open every box to ensure everything was there then re-seal them ourselves with signed strips. You would be surprised how many customers would make complaints about the phone not being in the box and wanting a refund when they've blatantly taken the phone out themselves.

    Yes, border services can open it. A BlackBerry rep for Telus told me this happens often when buying phones from an American etailer. The device is new they are seeing different boxes shipped across the borders.

    Any open items are then sold as refurbished. If you did not buy it as refurbished, then your device is new and never used. It may have been opened for any reason: software update, a batch may have not included the correct chargers and the correct ones had to be inserted, etc.

    Thanks for the replies. It was from Amazon UK. I spoke to them and they didn't know why it would have been opened but they immediately offered a replacement. So I have returned it today. They do have excellent customer service.

    Now you mention it, replacing the charger for a batch seems a likely scenario. Wish I'd seen that an hour earlier! Oh well.

    Now I'm waiting for more stock lol.

    Oh how dumb I am lol I thought the OP was talking about the security seals on the phone that you have to brake if you will fix the phone or change housing, not the plastic of the box. Of course I know the customs can open every box they receive lol
