They want to sell a lot, that's it.
They need reports saying "BlackBerry has sold XXX millions of BB10 this quarter. We can say that the passport is a success. BlackBerry is back on track."
That's called volumes against high prices.

Its $599 in the US for limited time only. Original price is $699. Who knows when they'll end the $100 discount.
The discount is supposed tend when at&t's exclusive carrying ends. So when ever that is. Source is this forum.
