You are correct, there aren't separate volume levels for each app. This might not work, but it won't hurt to try: select 'override profile volume' for your e-mail (or the one you want lower) and see what happens. I've never tried it, but it can't hurt!
You can create a custom profile and set your apps separately to play a sound or vibrate or blink a different color, there doesn't appear to be an independent volume setting though.

Go to Settings, Notifications, Normal and Customize App Notifications. Select Text Messages for example and set the profile for what you want and use the Override Profile Volume, etc. Then set each email account, BBM and others. Hope that's what you're looking for.
I don't want every app separately...I would just like them quieter then the ringer. It seems I have to raise the volume so loud to hear the ringer...then emails and texts are super loud.
There has got to be a way to fix this.

Assuming that you're running 10.3.1, swipe down from the top of your homescreen, go to Settings>Notifications>tap on the desired profile (for example Normal)>Customize App Notifications>tap the desired app (email, etc.) and activate Override Profile Volume. A slider will appear which should allow you to increase/decrease each notification's volume level.
**Edit just read OP's last post. Maybe just override the phone ringer volume then, and leave all other accounts (email, Twitter, text, etc.) alone?
Yes the override profile volume thing will work. I didn't see it before because I have sound turned off for my email accounts.

Which version of the OS are you using?
Type 'myver' and let it automatically correct the word and it will show. It sounds like you may be on an older version with the low notification volume bug
Just a thought... you could copy your selected ring tone to a PC, use Audacity or similar to reduce the volume of that sound, rename it, copy it back to the phone and set it as your new ring tone.
No doubt one of the wizards here will know of an app that'll let you do that without even involving a PC...
