Do I need to or should I format this card in my Passport?

I have installed a 128 gb SanDisk as well as a 200gb SanDisk and neither required formatting.

Thanks. When I check on storage it shows the card but gives me an option to format. I won't format it then.

Even though formatting may not be required for it to operate, I always format my SD cards to ensure best operation with the device I place them in.

I would allow the Passport to format the card. Although it is probably ok the way it is, you can be absolutely sure that formatting with the Passport will make it compatible with the device that it will be used the most on. The file system will be at its optimal.
