Is it possible to make the Passport a data only device, on a US carrier?

I don't see why not, as long as the sim is data only it'll be working just fine. you might get a sim from a Nexus tab or an iPad and try it out.
you want to check if the cellular bands are compatible to run 4G/LTE to use the desired speed. as if I understand AT&T does not have the same bands as T-mobile. I'm not sure about 4G/LTE though.
