Was Passport conception during Heins or Chen's Reign?

Was the Passport in the creation pipeline before Chen took over? Did the Passport development start during Heins Reign? or perhaps even earlier in the time of Jim and Mike? I assume new phones require, what, maybe two years from conception to first unit sold.

Definitely Heins. I remember a friend of mine that worked for BlackBerry telling me all about the prototype when Heins was the CEO. I wouldn't be surprised if Mike Lazaridis has some input on it as well.

Chen said himself that it was already in development when he started and that he just didn't kill it.

It is a good thing that Chen had such good marketing instincts and was savvy enough to shelve any marketing of the Passport so he could focus on marketing the Priv(vy).
