Unfortunately, BB10 devices can only make video calls to other BB 10 devices via BBM. iOS and Android devices can make BBM video calls to each other.

Congratulations on your Passport. If you go into BB10 forums, you may find a BB10 user that could do a test video call with another BB10 device to make sure device itself wasn’t sold to you defective. As stated above, BB10 to BB10 video calls are only possible.

there are lots of secondary video call providers... Duo, WhatsApp, etc. my voip (Phonepower.com) supports videocalls to any number worldwide via SIP with their own excellent Client app ...check that

I've done Skype video calls between BB10 and iOS, that would be my solution given this BBM limitation
