I am giving you a month .
Areas that I observed Soo far are camera, gallery, file explorer. After a restart worked fine and the flickering stopped. I believe that BlackBerry is going to push a fix for this asap. Let's be patient, I know that's hard but still.. the wait is worth.

I'm experiencing random reboots as well
Really? Wow,.. at least we know they're not that different after all.

updated to the latest OTA 10.3.1 update and BAM! Flickering and my android opera mini doesnt work well anymore.
I got the green flicker on my camera after taking a short video and reverting to the camera, done a normal reset and camera ok again but no videos until there is a fix from Blackberry as this appears to trigger the green bars when you use the video and return to camera use. Apart from that no flickering on anything else at all.
Has anybody heard from Blackberry regarding this "flickering" after the update.??
Got 4 mb update and since then no flickering here.My passport is unlocked bought form BlackBerry shop. The update was for BlackBerry applications, will wait and see

Just do a reboot... should fix it... hold both up and down volume keys....

Yup up and down volume keys on reboot. Been 3 days with no issues.

For all of those with the flickering, low volume, keyboard lighting issues on your Passports since the update, what I did was download a past official OS autoloader 10.3.0.1418 to be exact, was super easy and in 15 minutes I got my reliable passport back! I have a passport directly purchased through Shop BlackBerry (red). Not sure if that was that was the latest 10.3.0 official release though...?
I can't believe that BlackBerry released that garbage as an official OS. Seriously...
Yes, that is the official one.
Sad to say the flickering is back! It happened when I opened the camera. Only other thing I had it open was the CrackBerry App. I closed the camera and reopened it and then it was gone.
Posted with my super duper BlackBerry Passport.
9 days. Flicker free. Before that was 5 days. Awesome update. And my notifications are loud.
Autoloader, no restore is how I do all my upgrades

There's nothing wrong with doing a reboot, but no one should assume that this is a permanent fix. Those of us who have been using the same software for weeks have seen it go away for days at a time, or even more than a week, only to return again. The fact that some people are seeing the problem on new hardware before installing any additional software is proof enough that the glitch is in the OS itself, even though it's appearance is unpredictable.
The only true fix will be in a new OS build in which the source of the problem has been properly diagnosed and corrected. We're not there yet.
The worrisome part is that the latest leak is 1581/2267, which is known to have the issue.

Michael Clewley of BB has just tweeted
"Good morning all.I have 101 mentions to review so standby but updates being held pending issues review. Flickering might be fixed, testing"
Maybe a fix in the next few days ?
Highly unlikely an update will be released within the next few days, it's not just the flickering they've got to sort out, low notification volume and battery drain too.
I'm happy to be on 2267 been using it for over a week now, only problem for is the occasional flickering not that of a bother!

I had the flicker ONLY with WhatsApp.
I had downloaded the update from WhatsApp before the 10.3.1 from Blackberry.
Once I saw the flickering, I went to Blackberry World and Saw the WhatsApp there having been downloaded. It still had the 'open' button there. Seems it wasn't selected.
I clicked it and all is well.
