I know this top had been discussed in the past in detail and I have read the threats dating years back. I'm concerned it is rather outdated.

So I have successful installed Google Play in my Passport, while some apps have run smoothly without patching, I also got this error message citing "won't run without google play services, which are not supported by your device".

How do I patch it today since Google Play itself has been upgraded?

If you have read those other threads you should know that some apps do require patching or whitelisting in order to run with Cobalt's Google Play Store.

There was another thread on the particular app about a year ago.... never saw any indication that they got it to work. Sometimes the Runtime environment just doesn't work....

I see thank you so much for your reply! Yes I indeed was trying to use Play Service Patching, but it didn't work.
