I of course blame the operators to an extent. However other major handset manufacturers put LTE chips which could work all over the world. Why not BlackBerry?

It's not blackberry fault. You have to understand that it's your carrier that made the bad choice to go with TD-LTE which is a technology design by communist owned China Mobile. BlackBerry never penetrated into the Chinese market to ever get involved in the TD-LTE technology.
Apple is big in China so they have a big enough demand to produce a difference iPhone with TD-LTE chip specific in them. If you buy an iPhone from China then vice versa it will not work anywhere else around the world except China and India airtel TD-LTE only.

What about other Android manufacturers? If we take a 4G phone out from India to the US... will 4G work?
I am not sure but I am assuming that all manufacturers put in a multiband/technology chip so it can work everywhere else.
Are you using a 4g enabled SIM?

yup... I am using a 4G enabled SIM. It will not work because of the technology my carrier uses. China uses that technology and is not used by any other carrier around the world
I have the same issue with Airtel Bangalore, my Sim is 4g, but only 3g works on my phone. Will be interested to know if any other carrier in India has 4g compatible with BlackBerry passport.

Yes all 4G HSPA will work worldwide. Just the new handset with 4G LTE is tricky because you have to find out if it's TD or FD LTE.
Unfortunately there is no phone that can support both type of LTE even if they have matching frequency. But I believe China is working on a single chip that works cross platform LTE. Not sure when it be commercially available.

It isn't BlackBerry's fault. It is purely Government Of India fault. The frequencies are auctioned by GOI and Service Providers need to just follow suit.

There's probably politics in play too. I wonder if this be the reason why all the other Indian carriers haven't announced any LTE plans yet because they are holding off on FDD auctions.
It is less of politics and more of internal security...if said spectrum is being used by government agencies such as Army etc then it can not be opened up for public...obviously we can't prove this or else they will have to kill us....

So does this mean that TD-LTE uses a different band within the FD-LTE band or is the govt being pushed by the Chinese manufacturers to use this band.

Suraj... I think the Indian market is still not mature enough. The current dispensation which ruled earlier may have begun on the right foot, but right now it looks like a complete mess to me and now I don't just blame the carriers... the present or previous govt is also to blame. God help us sort this mess out.

BlackBerry to look into market potential, if it is need for business ,no choice the device has to designed FD LTE for moderate the china and India markets. Do not leave a whole forest for a tree!!!
