Basically I imported a Passport SE knowing I'd need to use a different charger. I used my iPad charger with my Z10 some years a go but I was always concerned about how that affected the battery.

    The charger from Blackberry reads: input 100-240v ~ 200ma 50-60hz, output 5v 1300ma

    My Apple charger reads: input 100-240v ~ 0.15a 50-60hz, output 5v 1a

Would it be safe to use the Apple charger without risking the phone or the battery?

I'm surprised your iPad charger is only 1 amp since they are normally 2.1 amps. Maybe it's from an iPhone.

The overall charging process is controlled by your Passport so a higher than rated charger might charger faster at first and one with less current (amps) will take longer to fully charge your device.

It's an Aus/NZ iPad Mini charger from about three years a go I believe.

So because the voltage is the same is it alright to use? I don't wanna damage the battery or something disastrous.

Yes, that sounds right for a iPad mini. All chargers with USB connections are 5 volts and current usually ranges from about 0.8 to 2.1 amps, but there certainly shouldn't be any issue with using one that's rated with a lower current than your device is spec'd for . It will just take a bit longer to reach full charge.
