You can assign a green notification LED to a particular app which might give you a way to turn it on:

It seems a more popular topic is how to turn off flashing green LEDs.
You can download Signal Notify from BlackBerry World. You'll be able to choose from different colours, flashing frequency or you can choose when you want it to flash. Got it installed on my my Classic and Passport.
Is the App Signal Notify using a lot of Battery Life or the Flashing of the LED Notification Light?

It's got very little battery usage it's not worth mentioning. Checked in the Device Monitor - 0.55%

Yes your right. You can't just go to the settings and active it. You have to have an App for it.
How I wish there is a Free good App like BeBuzz
