I had installed "Client app for Uber" from the Google Play Store. I accidentally deleted it. I've tried to reinstall it, but Google play says it's installed. I can't figure out how to get it back.

Using the default Browser app on your Passport, make sure it is not in Desktop Mode (Browser/Tap the three dots in lower right, choose Settings/Developer Tools/Make sure Desktop Mode is Off), go to this BlackBerry KB article:
Unable to uninstall Android applications after updating to BlackBerry 10 OS version 10.3.2
- Scroll down to the section "Resolution"
- Tap the link in that section.
It will bring up BlackBerry World preloaded to the page with a fixed Android Runtime, this fix was that the current runtime has a bug that prevents an Android app from really uninstalling.
If the BlackBerry World app has a "install" or "Upgrade" button in the upper right, you will need to tap that, preform the install/upgrade, and then reboot your Passport. That should then fix the issue with Google Play Store.
If it has "Open" for the button in the upper right, then close out BlackBerry World, you do not need the fixed version because you already have it.
See if above fixes your issue or not and advise.
