All sources I read on the net (BB's website, forums, reviews, etc) mention that it is possible to synchronise Calendars, Contacts and Documents between a BB10 and a computer. Directly, without having to go through a server hosted on the cloud 2000 miles away.

But what about Notes? I create several notes every day, that I sync with my desktop to possibly update them, then sync back with my smartphone. How can this be done with the Blackberry passport, via a USB cable with my desktop 50 centimetres away? Notes (and the ability to sync locally) are key for my productivity.

The lack of clear answer to this question is stopping me from switching to BlackBerry.

Could someone please confirm/describe how this can be done?

I accomplish this by using a third party solution and one of the best btw
    On pc insta?ll companion link
On device install deja hub. And deja office.deja hub crosses info into your notes and tasks folders. Deja office links you device information to deja hub

Once set up will sync direct to the remember folders.
