Are the contacts on my passport stored on the device itself, or in the cloud somewhere? If the latter, is there a way to change this?

How did you load them, you can try an app called contacx from bbw ,it saves them to your sd card or your phone memory.

So there just on your phone, you should do like I said above, it's a great app to manage your contacts. You can back up and restore.
