Are you cleaning the lens before you take a picture?
Can you show an example?
Try to take picture while you holding your Passport upside-down and see if the lighter side is still on the same portion...

First you need to determine if its due to your lighting or if it's your device. Try taking a shot of a bare wall in a dimly lit room with and without flash on. If both images are good with no light distortion you know it is your environmental lighting. If it does have the same issue as before it's likely your hardware.
To fix an environmental lighting issue you'll need to avoid unevenly lit or very high dynamic range scenes and try to shoot away from your light source rather than into it.
To fix a hardware issue start with checking your lens to see if it's dirty, check your hand and finger placement, then reboot and run blackberry virtual expert camera tests. If none of this helps you may need more advanced support. Good luck!
