Why would someone do that unless the unit was originally stolen or "found"?

You need the one that is connected to the phone currently and the password for that ID to turn off BlackBerry Protect before you can attach your ID to the phone.

What the former owner should have done is turned off BB Protect, removed the phone from their profile online and security wiped the phone before they sold it.

One reason this may not have been done is if the phone was stolen and of course the seller won't have the ID password.

This is the very reason for BlackBerry Protect, so if someone steals your device it is no good to anyone else and should stop the trade in stolen phones, which unfortunately it doesn't always do.

There may of course be a valid reason why the seller hasn't answered your requests, it is possible they deleted their ID and it then becomes very difficult to unlock the phone from an ID that no longer exists.

Hope you at least get your money back.

It depends. If the phone has been reported stolen and it goes into boot loop there is no was around it. If it's stuck at start up requiring blackberry sign in. You can use a dev autoloader to bypass the login and factory reset it with your own blackberry id. Worked on a blackberry leap I bought used off kijiji but the owner forgot her password and could not remove her blackberry I'd. Also worked for a blackberry classic that was stuck at login screen at boot up. I will check my laptop too see if I still have the file.
