You need to be transferred through by your carrier. I don't think there is any other way to get through unless you have your own support contract with BlackBerry.
To get your own support contract, sign up for BES12 Cloud and buy a device license for about $25. It includes device support, though I have not had to use it. With the BES Cloud and a license, you have access to a support portal. Not sure the process from there and if you actually get to talk to somebody.

You can call at BlackBerry 10 Support, they helped me a lot. From there you can ask to transfer your call to BlackBerry Cloud Support and so on. They will also give you the other numbers if you want to call a different type of support from them another time.
