I recently purchased new blackberry passport red edition. It was on 10.3.1.1779. I checked the latest software update but it is said it was the latest software. My question is isn't the latest version is 10.3.2.2474? and why can't I update the latest os even though I update through the phone and pc?

You would be correct, have you tried checking again? If you have your Sim in try removing it and the checking for the update on wifi

Try to update via Link as well. And it might take some time after you pulled the SIM. Had to do a few reboots before mine got the OS I am on now (PassportSQW100-1/10.3.2.2639)

Yes, the latest official update is 10.3.2.2474/2639.

If you still can't update OTA, there are other two ways to update:

Sachesi: Program that allows you to install files on your BlackBerry and of course update without wiping data

Autoloader: Automatic program that installs the corresponding version of BB10. It wipes EVERYTHING, so it's recommended to backup before using this method. Useful for refreshing device. Once you update to 10.3.2, you can't go back to earlier versions like 10.3.1.

Try rebooting with SIM card pulled out, reinsert and reboot once more.
