Hi!
I do not own a passport, yet. But for silent typing (with out the clicking of the hardware keyboard) I would like to know if there is a possibilty to use an on Screen keyboard with all letters instead of only the special characters and how do you access it?

I think there are apps for that. Like silent key or something. Just look up in BlackBerry world. I have no personal experience but other might have.

With the virtual keyboard open, hold the lower right hand key down....the key you would use to put the keyboard away.

I don't think that's what they are looking for. I believe they want a virtual keyboard replacement for the physical keyboard.

This app is not exactly a replacement (requires you to copy/paste) what you have composed, but the dev has made it pretty easy to use by tapping into the Share framework.

The screen shot you are showing is to input symbol using keyboard instead of input letter using touch screen. I think the link you gave is the right one.
