Or it could be fake Chinese phones with Java or android
In the fine prints minimum order is ~200 units and in specifications column they just mentioned about discount and nothing about device specs
There are similar priced passports available in india ~ 300$ with real pictures , can search on olx.
It might be real if the Passport is made in China but isn't the Passport made in Canada?

I believe the current passport are all made in Mexico. I don't think Blackberry have migrated all their assembly line business to Foxcon yet.

Alibaba is a Chinese site. Truly I don't trust any electronic devices which are sold from websites like that. There are many fake stuffs posted on the websites and you won't know what they are until you keep them on your hand.
Never Ever purchase anything via Western Union (ie. Send money) !!!
