You don't have to wait for your carrier to release the OS7.1 for P9981. You can always download from:

https://swdownloads.blackberry.com/D...9A7B9BFE74D58B

then read

To delete Vendor Files so that it is not carrier dependent

and

Do a clean Install using BBSAK and going to loader.exe to load the new OS7.1
