I myself do not have this phone, but several people have come to me with it and they all seem to have the same problem..

I/They can find the BBM app without a problem, but there is no visual notification from the home screen that the user has received a BBM.

The voicemail, email, IM, TXT, SMS all shows.. but BBM does not..

Clues?

It's in the instant messaging folder. If you want it on the home screen you have to move it out of that to the home screen folder.

The BBM notification on the Tour is a blue talk bubble box with the BlackBerry logo in it. It appears near the email notification.

Are your friends using themes that they downloaded? Have they tried a battery pull? Do they have a data plan?

Are they sure they're receiving BBM?
