How come it tells me to restart my pc after I install the OS to it?
I wouldn't worry about that... I never restart and it works fine.

I think it's because you're installing the drivers needed to do the necessary communications with the phone when the phone's os is being installed..

I recently updated my 9360 using an unofficial update from a different carrier, and had no problems whatsoever... just wondering what errors there would be if i didn't wipe my device before loading a new OS.

The OS loading process performs a wipe automatically, whether you perform one manually or not. The result is the same. There is always the possibility an OS upgrade will fail, so you should always make a backup before you start, but whether or not you wipe the device first won't make a difference.

With almost no exception, none. You'd only need to wipe if you had an IT policy to remove, or suspected a database corruption. You still wouldn't need to "wipe" before changing the OS. Usng loader.exe to install after making a backup, not choosing to restore personal data and 3rd party apps, then selectively restoring through Desktop after, or via BBProtect would accomplish the same thing.

The process of an OS installation, will always result in a full wipe.

The 9780 never received OS7, so there's nothing to shrink and load.
