The latest officially released OS is always available from a sticky at the top or your device forum. As long as it is for your specific model number, the source doesn't matter. Use Windows search to find and delete all occurrences of vendor.xml on your PC and you'll have no problem.

No. I recommend you don't delete it. That way, if the upgrade doesn't work, all you have to do to rollback is delete the later OS and the previous one will be reinstalled automatically.

The sticky at the top of this forum says the latest 8900 OS is 4.6.1.250 but the sticky at the top of the 8900 forum says 4.6.1.456 is the latest official OS.
    I have .250 now....should i download that .456 OS?

I don't see 4.6.1.456. 4.6.1.315 is listed at the top of the 8900 forum. Whether you want to upgrade is up to you. I recommend you read the posts to see what the upgrade fixes, and what problems if any it introduces.
