I am currently running o/s version 7.0 bundle 2406 on the Rogers network.

I went into my phone's software updates and was advised that there is a version 7.1.0 bundle 1310 update available. I prompted me if I wanted to peform the update.

I plugged into desktop manager 6.10.35 (Bundle 34) ... and to ensure I checked for updates and was notified I'm running the most up to date Desktop Manager.

However, I don't get a software version update notice and when manually checking (Device >Update) I get the message that there are no Blackberry device software updates available.

Can anyone offer any assistance with this? I would prefer to do my device update via desktop manager on not over wifi on my phone.

This update is currently only available to Rogers customers via OTA. If you want to use Desktop Manager to perform the update, you'll have to wait a few days until it's available there.
It is common practice for carriers to release new updates exclusively for their customers via OTA only first.
