Yup... the only to remove it is to downgrade the OS then factory reset.
Hi Phill, I know I'm on the wrong post (I have a 9930) but I still find good info on the 9900 sites as well. Do you have any info on any new leaks or official builds for the 9930? I'm just stuck with .402... Also, I did a factory reset on 402 and removed the IT Policy but when you do a Memory Cleaning it puts it right back. That's the source for that IT Policy or Secure GC Enabled (but you probably knew this). The "Secure GC Enabled" is harmless from what I'm told. Secure Garbage Collection Enabled, as I said, with being able to use Memory Cleaner is better to have and use than to remove the Secure GC. Also, I was advised that using BUYR and getting Buyer's Remorse to show an IT Policy is a very inaccurate way to find out if your device has an actual policy enabled. Sorry if I ended up off topic, meant to ask just about any info on the 9930...LOL....

You cannot remove the IT Policy from .402 whilst you're still running that OS, not even with a factory reset.
The IT Policy in .402 is related to the new Parental Controls security feature, nothing else.
Using BUYR is the ONLY way to show whether you have an IT Policy enabled. You have been given bad advice.
