How to use blackberry browser in OS 7.1 without BIS?

Hi guys,
I am new blackberry user. I want to known how to use blackberry browser without BIS in OS 7.1 because my country doesn't support BIS/BES. If I can't use blackberry browser, I can't download OTA file. And yes I can't also use BBW in my country.I was find on internet and I found solution to use blackberry browser without BIS/BES but that is not for OS 7.1. Blackberry browser can browse via wifi but I can't use wifi everytime. So any solution you known tell me please. Thank you.
