I will recharge my Data pack tomorrow 500mb. so I just want ask It will download the os or not. are you sure it will download
4g is another level dude... correctly now I use 2g so update not run but next day I will recharge my 3g data pack so initiallyi ask it.
and 4g is not available at my place so I can't use it.
If your signal is reliable, it should be OK. I have updated my Z10 using 3G in the past

THIS is the correct answer. You could get an unlimited data add-on, but if your carrier does not allow OTA update downloads over mobile network, you would have wasted your money.
Best thing to do is ask the carrier if they allow OTA OS update downloads. These policies are generally platform-agnostic, so you should get a clear answer.
