It is most likely because the 865 are near identical to the 861 files, so you won't really see any difference between your 861 or 865 load, could be wrong will let other add to the discussion. But looking at the 861 file sizes they match exactly to the 865 files

I Use 861 as base. (which is already installed)

    Install the 865 OS,
Shrink if you want with BBHTool,
Copie the Java file over the 861 Java file and replace the COD files,
    Uninstall the 865 OS,
    Run AppLoader - Loader.exe.

    Done.

You didn't explain to the new member WHERE these files are located, how to recover from a bricked state, and which specific .cods - like 9790 help, media, etc - files are to be deleted, so they are not installed on a device not meant to accept these cod. It's not just a simple matter of copying files and folders.

    I' sorry!

You can find your installed OS on the next location:
Comp – C – Program Files – Common Files – Research In Motion – Shared – Loader Files.

When you install another OS (in this case 865) you can find it also in the Shared File.

I always shrink my OS complete with BBHTool except BBM, Dutch language, Device Analyzer, Camera and Video.
After installing the 865 OS ,delete the virtual keyboard and the Blackberry7 CODS from the 865 OS. These files are not for the 9900.
After this I copy the 865 CODS from the Java file into the 861 Java file.

    Then uninstall the 865 OS.
When you didn’t shrink your OS, you have to delete the vendor files.
    Nr.1 - Comp – C – Program Files – Common Files – Research In Motion – Apploader.
    Nr.2 – Comp – C – Users – user – AppData – Roaming – Research In Motion – Blackberry – LoaderXML.

Then install the OS on your phone:
    Comp – C – Program Files – Common Files – Research In Motion – Apploader – run Loader.exe.

    If your phone is bricked:
Uninstall every installed OS on your computer. (you can also check your registry : Comp. - HKLM - Software - Research In Motion - AppLoader - SearchPaths. When in SP is something left you can delete it)
Install an OS from your provider,
    Take out the battery
Run Loader.exe (see above) and “next”
Connect your phone without the battery.
The red light of your phone shows up and when you see your pin code “connection” push next.
You can install the OS. You can put back your battery during the installation.

I think I'm complete now and hope everything is clear.

Don't forget; it is a matter of trying and playing with CODS from other phone OS's. It will not always work. Because I only use BBM I can't asure you that other programs work.
For me it worked, and that is the challenge! The ADR is OK for me. Don't forget that this depends on your provider signal!

    Good luck!
