why do a picture app needs access to my personal info like contac info, video files?
Which app? Does the app have the ability to share pictures and/or video?
If it has the ability to share, then it will need permission to do so, either through internet, SMS, or email, and that might require access to your contact list.
It would be much more helpful if you let us know which app.
