WeatherBug and WeatherEye rely on the PUSH technology in which a BIS / BES is required.
The Google Mobile App and FreeRange are my top 2 apps.

I don't know if I've seen any weather app that doesn't use data. Any app would need some way to get updates on a regular basis to be of use.

It's great. It gives you an icon on your BB home page. Just click on it and it gives you current weather conditions for the area you picked, it gives you long term forecasts, weather alerts and actual photos that are taken at the location you picked. The graphics are great too. I think I'm especcially enjoying it today because we are currently getting over a foot of snow in Cleveland, Oh. right now. And the best part....it's free

I dont even need to click on my weather app it just shows the temp, i can click for a weekly forcast however.
It's an application I found on this sight. QuickLaunch is an icon that you can make as one of your side convenience keys. You press the button and applications that YOU pick show up in a list.
