yes the app can run in the background. i personally have it update every hour. It doesn't seem to have an effect on my phone's battery.

I also have it updating every 5 minutes . My battery life decreased by a bit , not that much tho ^^

I don't like to be the odd one out, but it made something of a difference to my battery life. I removed it, rebooted, and batter life is back to what I was used to. More experimentation required!
