    UMA basically allows you to connect to you BIS account over your WiFi connection.

    Its not developed by Skype but the description states you can Chat with your Skype friends, call any PC/mobile/landline phone wherever you are regardless of Wi-Fi zones.

    Why not use UMA instead of skype?
    Because not all network carriers provide UMA service.
