Is it possible to make a program that simulates a touch on the screen every 10 min to keep the phone from locking for those who have forced password protection?

Why not just remove the password lock?

I would think that the forced password protection is there for a reason , so I suggest you use it

I would think this is worst, since the backlight will always be on. Those other weather/sports programs are working without the screen on.

you can get the app leave it on and have the home screen backlight never turn off, that is untill your battery gets to low.
