I updated Quicklaunch to version 2.21.3 because Mobihand sent me an email that the app was updated. I set all permissions to allow. Now when I try to run it I get an error screen that says "Error starting Quicklaunch: Module 'Quicklaunch' attempts to access a secure API."

Now way to downgrade it either so now I am screwed and cannot run this app.

Try deleting the app and reinstall.
