Looking for app that grabs GPS coords and POSTs to a configurable URL. I will pay.

I guess the subject says it all, but I will of course elaborate. What I need is fairly simple:

A "background app" to run on the 9530 (in the sense that, say, "EveryHour" sits in the background and sleeps, then "wakes up", but shows up in the running App list) that will
- get the phone's GPS coordinates
- will open a TCP port 80 HTTP connection to a configurable URL and then HTTP POST those GPS coordinates
- sleep for that configurable time interval
- rinse and repeat (etc)

Any ideas on how I can find someone who will take this on? This kind of stuff is trivial in all the languages I use, so please -- one of you excellent developers out there -- tell me how you long you think this would take/cost, and let's talk.
