Are there any free apps that turn off your network during low connectivity? Thanks.

Yes, there is. I can't recall the name though. I'll have to look for it.

There is also SmartWifi from S4BB, which does this with Wi-Fi. Using your cell tower location, it turns off Wi-Fi when you're not near any saved Wi-Fi networks, and it turns it back on when you are. I think it's $4.99 in both App World and CB App Store.

Lastly, this should really be in the 3rd Party Apps Forum.

Maybe a Mod can move this if they spot it...

To be fair it's not really about managing your network it's about manging your battery. Personally I use BatteryBooster, its not free but it works really well.
I can't think of a 'free' one off the top of my head but I'm sure there's loads out there. Do a search for battery in AppWorld or the CB store and see what comes out. Good luck.

    Hope this helps.

Check out BatteryEX. It's not free but @ $1.99 it will do what you want and then some.
