Wifi or not, the data still passes through the phone. Sounds like his service isn't activated right or the phone isn't set up right. I would pull the battery then rerun setup , also try to connect to the desktop manager and see what is going on.

You didn't release the PIN or IMEI. Call the carrier and have it released.

You wil need to release the PIN from your BIS and your friend will need to set up BIS. If you read the blurb when upgrading FB apps it states that they no longer work via wi-fi alone
