Now that would an impressive and very popular app.
It would be a popular app, but most problems that arise are user issues and not a OS or device bug. RIM would spend the entire week just reading through millions of submissions a day.
Your best bet is to head to the actual blackberry.com forums
if anything they might pay attention to you there but you must remember this.
Your CARRIER releases the OS after extensive testing not RIM, so your carrier can be contacted for OS issues.
And developers make Apps for your phone, and if they are buggy you should be emailing them.
RIM has taken themselves off the front line for consumer contact.
as a an engineer I understand user error, non sanctioned software/hardware are usually to blame for device/user experience errors, but...my biggest gripe is the NATIVE BROWSER!!!
in a text box, ie crackberry forums, if you are typing a response and you get to the end of the line it crashes the browser - unacceptable. It's a webkit browser, every other company understands this engine!
That definently is not normal. I have never had the browser crash on me while typing response to forums etc. Not to mention not to long ago an individual types a whole essay on his Torch and posted it oN crackberry...the webkit browser is fantastic for me and solid and fast...way better than anything RIM has offered before!

When companies run QA they do so under very specific conditions. There is no effective way a user would be able to provide usable info. Let alone the manpower that would be required by RIM to sift through and evaluate the incoming msgs as Homer mentioned.
