is it because im running os 5?

I would say that's an accurate assessment ...I believe you would have to downgrade, install App World, then upgrade again ...I can't be bothered doing that though.

yes i do have the data plan but when i go to the ota link it says my phone is not compatible

First, go to Options > Advanced Options > Host Router Table > Menu button > Register Now

Next, go to https://my.t-mobile.com/, login and resend your Service Books.

Then, try to download App World from Mobile Blackberry's website.

Thought it might say that... next, call T-Mobile... something is not setup correctly on their side... it might be that they don't have the correct data plan setup for you... the 8900 does work on App World if you have a Blackberry Data Plan.

Yes this is true app world is not compatible with 0s 5.0
I would imagine its because its still a beta system
The only way to get it back is to downgrade.

No, he is saying if you have OS 5.0 that App World will not work... also, if you have no BB Data Plan then App World will not work.
