Can I still download/purchase and use Apps even if I don't have a data plan?

I cannot download it directly from my BlackBerry since I don't have a data plan and my 8310 is not WiFi-compatible.
So if I were to get the 8320 which has WiFi capabilities, would I be able to connect to my home wireless network, still without a data plan, and without any additional charges?

Yes, if you have a wi-fi capable blackberry you can connect directly to your home network without any additional charges.
Then you should be able to download App World and get some apps. Just remember most apps need a data plan to operate so once you leave your house the apps wont function properly.
