You will have to change the language for 30-sec and try it again. I have been experiencing the same issues here in the US. Once you change it you will be fine!

If app world is blocked by his Country/Carrier how does changing the language help?
I had the same problem...and i think you are looking too much in to why language would matter...its a fix and it works. :D lol
