On my old BB WE, I had a 3rd party app, but when I did the restore feature from the saved file one from BB manager, the app wasn't there. I can't download it again without paying for it. Any suggestions?

The Desktop Manager backup only backs up your personal data, not apps. If you installed the file OTA, you may be out of luck. You can always try to contact the vendor. If you installed it from your PC, the alx files should still be on your PC.
