There is a circle with + in center, what is it telling me!

Just added it to OP, at left of notification bar.
It's a data saver icon. You should be able to disable it in the quick menu, pull down from the top of the screen, swipe to the right if needed should be in the same place as Bluetooth and Wifi icons...
Ahhh, data saver, yep, that's active, for the life of me I couldn't find any article referencing that icon. Were trying to figure out why my wife's phone won't let her hear a caller at times. (BB Motion) Even when she has phone connected to her car audio. Thanks!
Data saver mode can be enabled, or disabled in your drop down pane.
