Use Google Sheets or any number of other free Office suites.

Just be aware that Google Sheets does NOT support Excel macros.
They have a scripting language but it's VERY different and NOT compatible.

Save to device and move the file to Dropbox.

Use AutoSync DropBox if you wish instead of moving manually.

Being a Google product, I'm not shocked that it wants to save to Google Drive. ¯\_(ツ)_/¯

I believe they MS Office apps are free on screens smaller than 10 inches. At least they were last year .

Microsoft Excel is free for devices with screens under 10.1 inches. Use the official app.

Can you provide the exact message you're getting, and when it's occurring? That would help us trouble shoot.

You will need a Microsoft Account to create or edit documents, but it doesn't have to be a paid Office 365 account.

Here is what Microsoft says: "to create or edit documents, sign in with a free Microsoft account on devices with a screen size of 10.1 inches or smaller."
