Can anyone tell me if the BlackBerry picture password app can be downloaded, and used on Android phones other than BlackBerry phones? I'm not going to go to another phone brand if that's not available. I'll pay for it, but it's a must.

There are some apps on Google Play, but they won't be as integrated as the BlackBerry app.

It's impossible to have an App secure your phone the way Picture Password does. It has to be fully Bible grated into the OS or it would be vulnerable to bypass by whatever loaded before it.
